Massachusetts taxes the book value even when you got a deal, wants an insurance agent's stamp before the RMV will look at your application, and still runs its 1980-and-older classics on bills of sale instead of titles. All three quirks, explained.

The Massachusetts sequence surprises newcomers: insurance comes before registration, because the RTA application needs a licensed MA insurance agent’s certification stamp no older than 30 days. Then the RMV collects 6.25% on the higher of your price or NADA book — so the bill of sale’s honest price matters most when it’s above book, and the book protects the state when it isn’t. Ten days to title, seven more for the inspection sticker.

Where classics skip the title entirely.

Massachusetts never retro-titled its old fleet: passenger vehicles of model year 1980 and older (purchased before November 1990) remain title-exempt, transferring on the previous owner’s registration plus a bill of sale. For the classic-car crowd that makes the bill of sale the load-bearing ownership document — write it thoroughly, keep it forever, and photograph the car and its VIN plate at the sale. Family transfers, meanwhile, skip the tax altogether with affidavit MVU-26.

When does Massachusetts actually require a bill of sale?

Two cases: when the title has no purchase-price field to fill, and when the vehicle is title-exempt — passenger vehicles of model year 1980 and older (bought before late 1990), which transfer on the previous registration plus a bill of sale, no title involved. The RMV publishes no form; you write your own.

Why did the RMV tax more than I paid?

The book-value floor: Massachusetts charges 6.25% sales tax on the greater of your purchase price or the NADA clean trade-in value. A $500 handshake on a $3,000-book car is taxed on $3,000. The tax is collected by the RMV at registration, due by the 20th of the month after the sale.

What's the insurance-stamp requirement?

Uniquely Massachusetts: the Registration & Title Application (RTA) must carry an active insurance certification — a stamp or signature from a licensed Massachusetts insurance agent, no more than 30 days old — before the RMV will accept it. Line up insurance before the RMV trip, not after.

What are the deadlines, and is family exempt?

Title within 10 days of purchase, inspection sticker within 7 days of registration — Massachusetts moves fast. Transfers between spouse, parent, child, or sibling are tax-exempt via affidavit MVU-26 signed by both parties. No notarization is required anywhere.
