Is a bill of sale really required in New Jersey?
Yes — and here's the odd part: the MVC requires one but publishes no official form. The state lists the required contents instead: the buyer's name and address, the sale date, the odometer reading, and the price. Any document carrying those, signed, satisfies the requirement — which is exactly what our builder produces.
How fast does a New Jersey transfer have to happen?
Ten working days — one of the shortest windows in the country, with a $25 penalty for missing it. And it's an in-person affair: the MVC states title transfers cannot be handled by mail, so the buyer books an appointment at an MVC Vehicle Center with the title, bill of sale, and 6.625% sales tax payment.
What happens if we report a low price?
The Division of Taxation compares stated prices against fair market value, and a below-market number triggers a Casual Sales notice with a Purchaser's Affidavit — the buyer may need repair estimates, accident reports, photos, or bank records to justify the price. Honest bargains survive; document the reason on the bill of sale (and in photos) from day one.
What do New Jersey sellers do with the plates?
Remove them, always — and they can't be given to the buyer or any other person. Transfer them to another vehicle you own or surrender them to the MVC. Gifts, incidentally, are tax-exempt when noted on the title's price line.
