Blue, navy, or blue-and-green
The default accent is a clear mid-blue that stays distinct from the navy text. If the shower is navy-and-white, flip them: navy accent, and lighten the text ink to slate so the two do not merge. Blue-and-green is a real request — "blue green diaper raffle tickets" is a search people actually run — and it works here as a teal accent on a green-grey ink, or a sage ink with a sky accent.
Whatever the pair, print one test sheet on plain paper first. Blues that look bright on a screen print a shade duller; the swatches here were picked to survive that.

Every ticket is numbered and the stub carries the matching number plus a name line, so the drawing at the end is one number read aloud. For a big co-ed shower, set the start number to 101 for the second print run and the sequence carries on without a gap.

What colour should boy diaper raffle tickets be?
Mid-blue is the default. Navy, teal and blue-green all print cleanly on the Baby style; the one to avoid is a very pale baby-blue, which fades on ordinary printer paper.
