Agencies read reference letters alongside interviews and home visits — your letter’s job is to corroborate with things only a friend or family member sees:

Who do adoption agencies want references from?

Typically three to five people: a mix of longtime friends, extended family (some agencies cap family letters), and often one professional voice — employer, clergy, teacher. The common thread is real, current knowledge of the applicants' daily life and, ideally, direct observation of them around children. If you're asked, you were chosen because you have exactly that.

What questions is my letter really answering?

The home study's core questions: Is this household stable — emotionally, financially, relationally? Are these people warm and patient with children in practice, not just intention? Do they understand what they're taking on? Answer with scenes you've witnessed. “I watched her sit with my overwhelmed four-year-old for an hour” does what no adjective can.

Should I mention weaknesses or hard seasons?

Honest texture helps more than gloss — caseworkers distrust letters where everyone is perfect. A hard season weathered well (a job loss, an illness, a hard year handled with the marriage intact) is affirmative evidence of resilience, which is precisely what parenting requires. Share what you'd be comfortable with the applicants reading; many agencies show them.

How fast should I return it, and to whom?

As fast as you can write it well — slow references are among the most common home-study delays, and your friends can't nudge you without awkwardness. Return it however the agency specified: some want it mailed directly, some collect through a portal, some accept it via the applicants. When unsure, ask the social worker on the request letter.
